The Technical Services Department provides safety, regulatory, legislative, and laboratory support to promote science-based, efficient, and sustainable operations of our facilities. The department also undertakes research to advance our industry practices and maximize the use of our resources.

• Air Quality Engineering

  Working cooperatively with air quality regulators to minimize the burden on our facilities by providing cost effective compliance options.

• Environmental Health and Safety

  To promote a safe and healthful work environment by providing guidance, training, technical support and evaluations.

• Laboratories

  Providing quality analytical services and technical expertise.

• Legislative & Regulatory Programs

  Advocate for enactment of state and federal legislation and regulatory policies that advance the goals and objectives of the Districts.

• Reuse & Compliance

  Ensure regulatory requirements are scientific; document compliance; maximize recycled water use; and support long-term biosolids management.

• Wastewater Research

  Facilitate permit-compliant, cost-effective wastewater management through innovation, technology testing and collaboration.

• Water Quality

  To provide technically sound and cost-effective regulatory compliance services for groundwater and stormwater at Districts' facilities.
